Preheat the oven to 350 degrees fahrenheit. Line a baking sheet with parchment paper and set to the side.
In a large bowl, cream together butter and sugar.
Using a stand or electric mixer, beat the butter and sugar on medium speed until light brown. Once combined, add the egg and extract and beat on high for 3-4 minutes.
Slowly add the dry ingredients to the wet ingredients and turn the mixer on low speed to start, then after 1 minute turn the mixer up to high and mix until combined.
Add chocolate chips and stir with a rubber spatula until mixed throughly.
Use a cookie scoop to make even cookie dough balls and place them on the prepared baking sheets.
Bake for 10-12 minutes at 350 degrees f, or until the top of the cookie is set.
Allow to cool on the baking sheet for five minutes then transfer the baked cookies to a wire cooling rack to cool completely.
In a small bowl, crush about 8 mini oreo cookies and fold into the frosting.
Scoop the frosting into a piping bag with 1A tip and cover each cookie with the frosting.
Top each cookie with more crushed oreos.
